I do not know if my research is correct or not, but I believe the crown brought on the insanity of the King who once wore it. If you are set on finding it, I believe the Crown is in the possession of a sobekite in the waters of Oceanus Boreal. I have not found anything containing the name of this sobekite. I shall continue my studies, but it can't hurt for you to go do some research yourself.
